The Wisconsin Court of Appeals (District I) ruled Tuesday that the the Friends of the Black River Forest alleged sufficient facts to satisfy a standing inquiry and that the Department of Natural Resources Board approval of a land exchange was a “decision” subject to judicial review under ch. 227
